Family Engagement Policy
Winter Park Parent & Family Engagement Policy
2025-2026
Winter Park’s School Level Family Engagement Policy is created and revised with input from our School Improvement Team, which includes staff and family representatives. We also seek input through surveys, family engagement activities, School Improvement Team meetings, and volunteer orientations. Our policy is sent out to all families, and posted on our school website. The purpose/vision of our policy is to engage our families as full partners in their child’s academic experience at Winter Park. The areas below outline specific action steps within each required category that are meant to accomplish this goal:
Meaningful Two-Way Communication:
- Phone Calls and daily communication folder
- Beginning and Middle of Year conferences
- Use of Class Dojo as school-wide communication app (includes translation feature in multiple languages)
- Communication within Infinite Campus
- Weekly principal updates sent out via email (with opportunity for families to reply directly)
- Classroom newsletters from teachers
- Monthly principal newsletter delivered to all families
Promotion of Responsible Parenting:
- Parent coffees with various support staff (i.e. ELF, counselor, nurse, etc.)
- Collaboration with NourishNC
- Title 1 Night (held annually):
- Purpose is to welcome families, explain curriculums, outline how Title 1 funding helps our school, and make families aware of importance of being involved in their child’s education
- Dissemination of information on district events
Involvement of Parent/Guardians in Student Learning:
- Sponsor family nights with a content focus at various times throughout the year
- School-Student-Parent Compact:
- Developed with feedback from School Improvement Team members
- Outlines how the entire school staff, students, and parents will share the responsibility for improved academic student achievement
- Describes specific ways our school and families will partner to help all our students be successful
- Beginning and Middle of Year conferences to review universal screener data and provide information about general content knowledge, skills, and expectations for all subject areas
- Send take-home educational materials related to all curriculums being used at school, including Eureka, Wit and Wisdom, Fundations, and Studies Weekly.
- Provide materials in language parents can understand, to the extent practicable.
Promotion of Volunteering:
- Volunteer orientation and training at the beginning of each school year
- Promotion of volunteer opportunities in monthly family newsletter
- Contact information of school volunteer coordinator readily available on website and in family newsletters
- Partner with local businesses and organizations, including Winter Park Baptist Church, Wesley United Methodist Church, and UNCW to organize/create meaningful opportunities for our students
Involvement of Parents/Guardians in School Decisions that Affect Children/Families:
- Opportunity for family members to attend School Improvement meetings in person or remotely
- Regular use of family liaison to communicate with stakeholders whose primary language is Spanish; including IEP meetings, MTSS meetings, and parent conferences.
- Winter Park PTA has clearly defined vision that aligns with school priorities
- Survey families periodically to receive feedback regarding the development of family engagement activities and areas for improvement.
Parent Training:
- Specific calendar dates are shared in the monthly newsletter from the principal, weekly updates from the principal, on the school website calendar, and in newsletters from classroom teachers
- Provide training for school staff on important elements of effective parent involvement
Community Collaboration:
- Partner with local businesses and organizations, including Winter Park Baptist Church, Wesley United Methodist Church, and UNCW to organize/create meaningful opportunities for our students
- Utilizing community resources to acquire funding through grant writing that positively impacts our students and school community (Cape Fear Garden Club, Intracoastal Realty, etc)
- Garbage to Gardens daily composting and waste diversion efforts
- PTA events meant to increase a sense of community among school stakeholders, such as Family Bingo Night, Family Movie Night, Trunk or Treat, Spring Fling, etc.
Promotion of Student Health Awareness:
- Inclusion of extracurricular and family activities that directly influence positive social, emotional, and mental health for students, including arts showcase events
- Partnership with NourishNC
- Differentiated levels of support provided to families based on demonstrated need
- Girls on the Run and STRIDE offered in fall semester each year

Parent Compact
2025-2026 Winter Park Elementary School: Parent Compact
Under Section 1118(b) of the Elementary and Secondary Education Act (ESEA), each school receiving funds under Title 1 must develop a written school/parent compact for all children participating in Title 1. This compact is part of Winter Park School’s written parental involvement policy and outlines how all stakeholders will build and develop a partnership to ensure our students meet and/or exceed the academic standards of the state of North Carolina.
Winter Park Elementary School’s Promise:
- Adhere to the North Carolina Standard Course of Study that will be taught to your student in a supportive and effective learning environment that enables your child to meet the state’s student academic achievement standards;
- Provide highly-qualified teachers who will teach the North Carolina Standard Course of Study;
- Schedule parent/teacher conferences during each semester of the school year;
- Provide interim and quarterly reports on your student’s academic progress (conferences, progress reports, report cards, telephone calls, virtual conferences, emails);
- Provide enrichment and differentiated instruction to meet the academic, behavior, and social and emotional needs of each student;
- Explicitly teach school-wide S.P.L.A.SH. behavior expectations (Spread Kindness, Promote Safety, Listen to Others, Aim for Excellence, Show Respect)
Winter Park Elementary Student Promise:
- Respect myself and the rights of others in order to build positive relationships;
- Attend school regularly;
- Follow the NHCS Student Code of Conduct;
- Follow Winter Park SPLASH expectations (Spread Kindness, Promote Safety, Listen to Others, Aim for Excellence, Show Respect);
- Ask my teacher when I do not understand;
- Read daily;
- Complete and turn my assignments into my teachers on time;
- Try my best every day.
Winter Park Elementary Parent/Family Promise:
- Stay informed about my child’s education by checking daily communication folder;
- Communicate regularly with my child’s teacher(s);
- Read, sign, and return my child’s progress reports and report cards;
- Support the school staff in its effort to promote Winter Park SPLASH behavior expectations (Spread Kindness, Promote Safety, Listen to Others, Aim for Excellence, Show Respect);
- Ensure my child arrives at school on time each day at 7:40am prepared for learning;
- Attend conferences about my child’s progress throughout the year;
- Be involved in the school community;
- Join Class Dojo communication application when invited by teacher.

Dear Parents,
The federal law requires school districts to notify parents of children attending a Title I school of their right to know the professional qualifications of the classroom teachers who instruct their child.
As a recipient of Title I funds, Winter Park will provide you with this information in a timely manner if you request it. Specifically, you have the right to request the following information about each of your child’s classroom teachers:
- Whether the teacher meets the state qualifications and licensing criteria for the grades and core academic subjects he or she teaches.
- Whether the teacher is teaching under emergency status because of special circumstances.
- The teacher’s college major, whether the teacher has any advanced degrees, and the field of discipline of the certification or degree.
- Whether teacher assistants provide services to your child and, if so, their qualifications.
Winter Park Elementary is committed to providing quality instruction for all students and does so by employing the most effective individuals to teach and support each student in the classroom.
